PROTECTION OF ATMOSPHERE - ONE OF THE ESSENTIAL CONDITIONS FOR SUSTAINABLE DEVELOPMENT

Summary

Sustainable development – the promotion of joint development of society and nature has become a commonly recognized purpose at modern stage.

Sustainable development is such a system of society development which provides the wellbeing of people, the growth of the quality of standard of living and the right of futuce generation to use natural resources and environment maximally defended from qualitative and quantitative changes in respect to economic development of society and the interests of environmental protection.

Each human has the right to live in the environment harmless for health; each is obliged to protect natural environment. People have the right to get full objective and timely information about the conditions at work and their living surroundings.

Human and nature relations on our planet began from the first days of a human birth. It influenced the environment and still does. A human has no other source of existence except nature surrounding him; what he gets from the nature he returns back to it after using in other forms, other locations and other quantities.

Atmospheric air around the world and revolving together with it is one of the main components of the environment and a sourse of life on the eath. Its importance is unvaluable for living organisms.

The problem of atmospheric pollution has become actual in the whole world during the last half a century.

Atmospheric air pollution is conditioned by the functioning of technogenic as well as natural pollution sources. But the principal pollutans are anthropogenic sources: transpott, industrial enterprises, power objects and agriculture.

More environmental pollution, the deterioration of stability of native surroundings surely results in the worsening of life quality and directly concerns the interests of various social groups and strata of society.

Society as well as economy undergoes the influence of nature. Air pollutant substances are moved by air masses and spread on a vast distant. And this gives the way to originate global pollution of atmosphere.

XXI century offers the world a new model of economic development. Today the accent is made on resoursesaving and less residual waste technologies, quality, know-how, creation of a new type of products, new stadards etc.

In XXI centary the industry and transport development is impossible without the sustainable development of society. Though ecological thinking in XX centary put on the agenda the adjustment of environmental pollution coussed by different sectors of economy in order to defend human life, health and activity from the danger of concentration of harmful substances in the air “XXI centary agenda” covering the widest  range of nature protection and social tasks calls national governments to work out their own strategy of sustainable development.

Georgia as one of the geographical parts of the world is subject to this international process in spite of its will to be engaged or not in globalization process of state management.

According to 1995 constitution Georgia commilted itself to protect the country’s natural and cultural environment, promote rational and stable use of natural resources.

 Any great economic decision itself causes ecological results which must  be analyzed attentively before making it. Each economic project must be estimated beforehand with regard for its economic utility and damage to nature only within the limits of protection of the essence and principles of sustainable development.

The strategic plan of sustainable economic development should envisage the major priorities, its economic and ecological arguments and find the most favorable ways of implementation of average outcomes.
